
Assessor's Maps - Cadastral Drafting
The Assessor's responsibilities include locating, inventorying,
and appraising all property within the county. To achieve this,
the Assessor's Office needs a complete set of maps which shows
each parcel of property within the county that is separately
owned and used.
The function of the cadastral drafting section is to maintain
the accuracy of the Assessor's Map books on a continuous basis.
Parcel splits, parcel combinations, and lot line adjustments
all have mapping implications. The assessment cycle involves
parcel mapping activities brought about by subdividing or other
lot splitting or lot combining actions. The cadastral drafting
section is responsible for preparing all map changes related
to such activity. As the number of parcels increases through
division, map pages are drawn and redrawn, until entire new map
books must be created.
The extent of properties within each county is such that the
assessor's office cannot be efficiently systemized and procedures
simplified without a basic system of maps. The basic system of
maps must be a coordinated system prepared in accordance with
certain standards for the entire county. The Assessor's Office
could not perform its functions efficiently without a coordinated
map system because the legal assessment of real property presumes
a legal description of the real estate. Faced with the problems
of determining good legal descriptions from poorly written deeds,
of describing the remainder of parcel(s) when a portion is deeded
out, and abbreviating long metes and bounds descriptions, the
Assessor's Office relies on the Assessor's Maps for fulfillment
of the office's responsibilities.
In addition to the mapping, duties, the cadastral drafting
section is also the Assessor's Office representative to
the County's Parcel Map Review Committee. The departments
of Engineering, Planning, Environmental Health, Roads, Assessor,
and Fire comprise this body whose purpose it is to evaluate
large-scale proposed projects.
Parcel Maps
The Assessor's Office maintains its own parcel maps for all
property located within Madera County. These parcel maps are
the basis for the assessment of real property, and are continuously
being updated to reflect parcel additions, deletions and changes
to existing parcel boundaries. These maps are available for review
and purchase at the Assessor's Office public counter.

Geographic Information System
The Cadastral Drafting department is now making GIS (Geographic
Information System) layers available for purchase. All information
will be provided in ESRI shape file format and requires
additional software to view the base map data. This software
is NOT available at the Assessor’s Office but can
be obtained from the ESRI website at www.esri.com.

• Ownership Layer – Current ownership and mailing
addresses.
• Tax Rate Area Layer – Current tax roll’s
Tax Rate boundaries.

Property Use Codes assigned by the Assessors office. NOTE:
These Use Codes are NOT zoning designations; contact the
applicable Planning Department for zoning information.
• Situs Layer – shows the physical address(es)
of all parcels.
• Other Layers may be available upon request.
