The Help America Vote Act of 2002, known
as HAVA, was enacted in October 2002. It was designed to
improve the way elections are conducted nationwide. With
the implementation of HAVA, new requirements were established
and include the following:
ID REQUIREMENTS:
HAVA requires voters to provide their Driver’s License
Number or California State ID Number on their voter registration
card. Failure to provide the number, or providing a number
that cannot be validated, may result in a voter being required
to show proof at the polls.
Vote By Mail voters, who are required to provide ID, must provide
it by mail in the form of a photocopy. All proof submitted
should be sent in separate from your Vote By Mail
ballot.
Examples of acceptable proof are a California Driver’s
License or State ID card, passport, bank statement, credit
card, utility bill, just to name a few. Click

PROVISIONAL VOTING:
According to the Voter Bill of Rights, if there is any question
about a voter’s right to vote at a polling place,
he or she has the right to cast a provisional ballot. Additionally,
the provisional voter has the right to know if the ballot
was counted, and if not, why it was not counted. Voters
who vote provisionally may find out the status of their
ballot at approximately 28 days after Election Day. Each
voter is given a receipt and may call 1-800-435-0509
to access their provisional ballot status.
VOTER BILL OF RIGHTS:
California has developed a comprehensive Voter Bill of Rights.
It is published in the State Ballot Pamphlet, the Madera
County Sample Ballot, it is posted in every polling place
in Madera County and in the County Clerk-Recorder’s
office. It is designed to inform voters of their rights,
and to encourage voter participation by keeping voters informed
and educated. Click

DISABLED VOTER ACCESS:
With the implementation of HAVA, counties will be required,
by 2006, to have available at each polling location in the
county, a system in place whereby any voter with a disability,
may vote unassisted.
