2.27.010 Department of building construction and general services reorganized.
The department of building construction and general services is
reorganized and retitled as the department of engineering and general services.
(Ord. 267 § 2, 1963).
2.27.020 Office of county engineer.
There is hereby created the position of county engineer. The county
engineer shall be the head of the department of engineering and general
services. (Ord. 267 § 3, 1963).
2.27.030 Appointment of county engineer.
The county engineer shall be appointed by and serve the board of
supervisors pursuant to county ordinances and rules. (Ord. 267 § 4,
1963).
2.27.040 Office of surveyor--Appointment.
Commencing at twelve noon on January 7, 1963 the office of the county
surveyor shall be filled by appointment by the board of supervisors. (Ord. 264
§ 2, 1962).
2.27.050 County engineer--Registration--Appointment as surveyor and building officer.
The county engineer shall have valid registration as civil engineer by the
state and he shall be and is hereby appointed county surveyor and building
officer for the county. (Ord. 267 § 5, 1963).
2.27.060 Department and engineer--Duties, functions and responsibilities.
Said department and engineer shall have the, following responsibilities,
functions and duties:
A. Operation of department. Appoint and supervise
departmental personnel pursuant to county rules and ordinances; establish and
maintain records and accounts for operation of the department, including cost
controls and cost records as approved by the auditor-controller; and recommend
the annual budget for the department and exercise continuous budgetary
control.
B. Surveying and Mapping. Provide all services of the county
surveyor as defined by law and such other survey and mapping services as may be
required, such as, assessor’s plats, special districts and school and
other district maps and boundaries, election precinct maps and
boundaries.
C. Subdivisions and Planning. Advise the board of supervisors,
the planning commission and county departments concerning engineering aspects of
planning, zoning and subdivision standards and control. Verify subdivision map
data and determine compliance with county standards and advise concerning
proposed divisions of land.
D. Building Code and Zoning Enforcement. Issue
building permits; inspect buildings and enforce the building code and zoning
regulations in unincorporated areas of the county.
E. Special Districts.
Perform or supervise engineering services for all improvement and maintenance
districts for which the board of supervisors is the governing body and
establish, subject to the approval or order of the board, designs and operating
standards for district improvement works and the rules and regulations for their
maintenance and operation. Provide supervision of construction of improvements
for and operate such special districts; provided that the engineer shall not
have any supervision, control or management in connection with the highway
construction or maintenance, and that the county road commissioner shall have
the responsibility for such construction and maintenance. Provided further, that
where the improvement involves both county roads and other district
improvements, both the county engineer and the county road commissioner shall
cooperate in connection therewith, and their responsibilities shall be governed
by the provisions of this subsection as closely as possible.
F. Major
Improvement Works and Structures. Advise and recommend concerning nonroad works
and structures, including but not limited to drainage and flood control,
waterworks, sewage systems and disposal plants, airports, refuse disposal,
municipal buildings and structures; prepare or supervise the preparation of
plans, specifications and contract forms. Supervise county contracts for nonroad
improvement works and structures.
G. Park and Recreation Facilities. Operate
county parks including recreation equipment and facilities and utility, and
sanitation systems. Supervise public use of facilities including controlling
attendance and assignment of areas, parking, enforcement of park regulations,
and collection of rents, fees, and revenues. Conduct studies and make
recommendations concerning acquisition, development, and improvement of land for
park and recreation purposes.
H. Airports. Operate airports owned or leased
by the county and establish, subject to approval of the board, plans, standards,
and regulations for their development and operation.
I. Water Development
and Control. Investigate and recommend concerning matters relating to water
development and flood and drainage control including the development of a master
drainage and control plan or plans for the county. Implement such plans as
directed.
J. Refuse Disposal. Operate and maintain county dumps for
unincorporated areas of the county. Investigate and recommend concerning the
acquisition, development and construction of new disposal sites and when
directed negotiate their purchase or lease. Enforce ordinances regulating refuse
and garbage collection.
K. County Buildings-Maintenance and Repair. Perform
routine and special maintenance and repairs to county buildings including
plumbing, electrical, painting, and structural requirements. Maintain and
operate shop facilities in connection therewith.
L. County Buildings
Operation. Operate and maintain all plant equipment, such as heating, cooling
and ventilating and utility systems. Provide janitorial and security
services.
M. Grounds and Landscape Maintenance. Provide landscape
maintenance to parks and landscaped areas around county buildings. Establish new
landscape areas around county buildings including on-site developments or
improvements.
N. County Garage. Establish and operate, as directed, county
garages and repair shops, motor pools and service stations.
O. Real Property
and Improvements. Investigate and recommend concerning acquisition or disposal
of nonroad county real property and improvements. Provide lease management
services, including collection or payment of rents. Establish and maintain
records of nonroad county-owned real properties and improvements including legal
descriptions, acquisition date, scale plot plans showing areas, improvements,
utility services, and values.
P. Roads and Bridges. Upon request, provide
engineering, surveying, and mapping services in connection with road and bridge
projects, plans, specifications or contracts; maps, deeds, and descriptions in
connection with rights-of-way and abandonments and related
matters.
Q. Additional Duties. Perform any and all other related services
and activities as may be ordered by the board of supervisors. (Ord. 267-A
§ 1, 1967; Ord. 267 § 6, 1963).
2.27.070 Limitation.
Except as the county engineer is appointed county surveyor and county
building officer pursuant to the statutes of the state, no provision of this
chapter is intended to vest in the county engineer any prerogative or duty now
conferred by law upon any other officer of the county, it being the intention of
the board of supervisors only to establish a department and position to whom the
board may delegate the details of certain of its administrative and technical
duties to be performed under its authority and direction. (Ord. 267 § 7,
1963).
2.27.080 Salary.
The salary of the county engineer and surveyor shall be as established by
the personnel ordinance of the county from time to time. (Ord. 267 § 8,
1963).
