10.21.010 Purpose.

Pursuant to Section 22519 of the California Vehicle Code, the board of supervisors of the county of Madera enacts this chapter to regulate the use of all off-street parking facilities owned or operated by the county of Madera, including the Government Center Parking Garage located at 200 North G Street, Madera, California. This chapter shall be known as the “County parking facilities ordinance.” (Ord. 633 § 1(part), 2008).

10.21.020 Regulations; reservation of spaces.

The stopping, parking or leaving standing of a vehicle on any off-street parking facility owned or operated by the county of Madera, is prohibited as follows:
A. In areas designated for “Official County Cars Only” unless the vehicle is owned or leased by the county of Madera and bears the appropriate county markings and/or official license plates;
B. In areas marked “No Parking” or for beyond the maximum time allowed in areas where parking is limited to a specified time;
C. In areas designated as a “Loading Zone” unless the vehicle is being utilized for the loading or unloading of passengers or materials;
D. In areas designated for “Emergency Vehicle Parking” unless the vehicle is an emergency vehicle as defined by California law, including vehicles belonging to law enforcement agencies of the county or state of California;
E. In areas designated for use by disabled persons, if the vehicle does not display a placard or license plate for disabled persons’ parking;
F. In areas designated for motorcycle parking, if the vehicle is not a motorcycle or motorized scooter;
G. Where the stopping, standing or parking of the vehicle blocks or retards ingress or egress to a parking facility or is otherwise prohibited by law;
H. In spaces marked or identified with the name of a county office, where the vehicle does not belong to the specified county officer;
I. In areas at the Government Center Parking Garage that are designated for members of the board of supervisors, officials of the county of Madera whose offices are located at the Government Center at 200 West Fourth Street, Madera, or judges and commissioners of the superior court, and marked or signed accordingly, where the vehicle does not belong to such supervisor, official, judge, or commissioner. 10.21.030 Sign posting.

The county shall cause to be posted visible and legible signs giving notice of the restrictions applicable to each parking lot, zone or area. Additionally, signs shall indicate that vehicles parked in violation of restrictions may be removed as hereinafter provided. All signs shall make reference to Chapter 10.21 of the Madera County Code. 10.21.040 Punishment as infraction.

Any person violating the provisions of this section is guilty of an infraction, and, upon conviction, shall be punished as provided in Section 42001 of the California Vehicle Code. (Ord. 633 § 1(part), 2008).

10.21.050 Enforcement; issuance of citation; towing of illegally parked vehicles; removal of abandoned vehicles.

A. The persons authorized to enforce the provisions of this chapter shall be the county administrative officer or his designee; any peace officer of the county of Madera; and any code enforcement officer of the county of Madera. Such persons are authorized to issue citations for violation of Section 10.21.020.
B. Such authorized persons may order that a vehicle be towed away and stored, at the owner’s expense, where such vehicle is in violation of Section 10.21.020. In causing the removal of any illegally parked or abandoned vehicle, these persons shall comply with the notice requirements of Sections 22852 and 22853 of the California Vehicle Code.
C. Abandoned vehicles shall be removed from any off-street parking facility owned or operated by the county of Madera, and may be abated using the procedures in Chapter 10.34 of this code. (Ord. 633 § 1(part), 2008).
