13.81.010 Definitions.

The following words shall have the meaning as herein prescribed:
A. “Pumper” means any person, firm or corporation engaged in the business of pumping any septic tanks, sewer well, sewer pit, or sump, for the purpose of depositing such sewer effluent at some other place or places.
B. “Person” means any individual, firm, corporation, association, or governmental agency.
C. “Sewer effluent” is any sewage material, liquid, waste, or other product deposited in any septic tank, sewer well, sump, or pit, devoted to the disposal of sewage waste. (Ord. 279-A § l(part), 1967: Ord. 279 § 156, 1963).

13.81.020 Pumper required to deposit effluent in county system.

Each pumper who transports any sewage effluent shall deposit said sewage effluent in an earth bed, pit, enclosure, or sewer system designated by the county. (Ord. 279-A § 1 (part), 1967: Ord. 279 § 156.1, 1963).

13.81.030 Deposit system maintenance--Regulation authority.

The county shall regulate the deposit of sewage effluent in such beds, pits, enclosures, or sewer systems, as are designated by the county. The health officer may make such rules and regulations consistent with this article for the manner, procedure, and use of said beds, pits, enclosures, or sewer systems for the dumping of sewage effluent by the pumpers. 13.81.040 Deposit fee per load.

The pumper shall pay one dollar for each tank load deposited in such bed, pit, enclosure, or sewer system, as herein provided. (Ord. 279-A § l(part), 1967: Ord. 279 § 156.3, 1963).

13.81.050 Deposit fee payment--Minimum.

On January 15th of each year, each pumper shall pay to the county, at the office of the health department, a sum of money equal to one dollar per each tank dumped, pursuant to Section 13.81.040, based upon the total number of tank loads dumped for the past calendar year, as appears on the report filed with the health officer, as prescribed by law; provided, that a minimum fee of fifty dollars per year shall be paid by each pumper, regardless of the number of tank loads involved. 13.81.060 New business deposit fee.

If a pumper does not have a report filed for the past year showing the total number of tank loads, by reason of the fact that he is entering into a new business in the county, then in that event, said pumper shall pay a flat sum of fifty dollars. 13.81.070 Pumper--Compliance required--Permit revocation.

Each pumper shall comply with all state statutes, ordinances of the county, rules and regulations of the health officer, and any order of the health officer made pursuant thereto. Failure of any pumper to pay the fee as herein provided, or to comply with any of said statutes, ordinances, rules, regulations, or orders, shall be cause for a revocation of any and all permits in connection with his business or operation.
