17.16.010 Purpose.

The purpose of a preliminary map is to expedite the processing of the tentative and final maps and to acquaint the developer with county requirements and standards. (Ord. 278N § 3(part), 2004: Ord. 278 § 200, 1963).

17.16.020 Statement, title report and map submission.

Prior to filing a preliminary map, the subdivider shall submit to the planning department the following:
A. A written statement showing the name and address of the subdivider, and such name and address shall be the sole person or firm to which notice shall be given by the county in connection with such proceedings;
B. A copy of a title report issued not more than thirty days prior to the filing of the preliminary map showing title vested in the subdivider named in subsection A of this section;
C. Five copies of the preliminary map;
D. A preliminary map filing fee as set by resolution of the board of supervisors. (Ord. 278N § 3(part), 2004: Res. 72-539A § 4, 1979; Ord. 278-C § 1, 1965: Ord. 278 § 701, 1963).

17.16.030 Map details.

A professionally drawn map or drawing showing topographic features and delineating in simple form the proposed layout of streets, lots and other features in relation to existing conditions shall be submitted. Scale of such map should be either one inch equals one hundred feet or one inch equals two hundred feet. A map of extensive area may be considered for lesser scale if approved by the planning department. Photographs, aerial photos, maps, models or other special information may be submitted to supplement the sketch plan. The map or drawing shall show the subdivision name, if any, scale, north arrow, date, perimeter boundary line, unusual features of terrain such as rock outcrops, tree masses, water courses in and adjacent to the proposed subdivision, existing and proposed public utilities, sanitary sewer facilities, main traffic arteries, railroads, and other features considered pertinent by the subdivision committee. 17.16.040 Land uses.

The preliminary map shall contain a statement or diagram showing land proposed to be devoted to residential, commercial, industrial, public or other uses, and the minimum lot sizes thereof. (Ord. 278N § 3(part), 2004: Ord. 278 § 251, 1963).

17.16.050 Improvements.

The preliminary maps shall contain a statement of the proposed type, kind and source of water supply, sewage disposal, roads and drainage improvements, including, but not limited to, provisions for financing, installation and maintenance of such facilities and improvements. 17.16.060 Location map.

The preliminary map shall contain a scale diagram, drawing or key map showing the relationship of the proposed subdivision to the existing facilities and other developments in the general area which serve or influence it. (Ord. 278N § 3(part), 2004: Ord. 278 § 253, 1963).

17.16.070 Improvement districts.

A. If the financial statement proposes the formation of an improvement district, all proceedings shall be suspended and said statement shall forthwith be filed with the board of supervisors. The board of supervisors shall consider the establishment of an improvement district in accordance with provisions of state law.
B. The scope of any such hearing before the board of supervisors shall be limited to the consideration of the formation of an improvement district in accordance with provisions of state law. (Ord. 278N § 3(part), 2004: Ord. 278-K § 1, 1980: Ord. 278 § 300, 1963).

17.16.080 Hearing on preliminary map.

A. The planning department shall set the preliminary map for hearing by the subdivision committee at the next regular meeting, or within thirty days of the submission of said map, whichever shall occur last, or within thirty days after the board’s decision pursuant to Section 17.16.070.
B. The subdivider shall be given ten days written notice of the time and place of the subdivision committee hearing.
C. The subdivider shall be given an opportunity to present the subdivision proposal and any other data before the committee. (Ord. 278N § 3(part), 2004: Ord. 278-K § 2, 1980: Ord. 278 § 301, 1963).

17.16.090 Action and report of subdivision committee.

The subdivision committee shall consider the preliminary map in relation to the general plan of the county, present and future development in the area and the improvement standards of the county as the same are prescribed by the planning commission, the board of supervisors and this title. The committee shall, within thirty days after the close of its hearing, file with the planning department a written report on the preliminary map. A copy of said report shall be forwarded to the subdivider. The report shall state recommendations and set forth requirements for changes or desirable improvements in the preliminary map and shall refer the subdivider to such other public and private agencies for further consultation as may be desirable. The report shall indicate the advisability of reserving suitable areas for park, playground, school and other public or semi-public uses that will be required or suggested in the subdivision; indicate improvements, street pattern, lot arrangement and advise on any other items or special problems which may arise. No right of review or appeal of the preliminary map subdivision committee report is allowed. (Ord. 278N § 3(part), 2004: Ord. 278-K § 3, 1980: Ord. 278 § 302, 1963).

17.16.100 Objections to report of subdivision committee.

Any subdivider dissatisfied with the report may request modifications by filing with the planning department, at the time the tentative map is filed, a written statement setting forth the following:
A. The particular part of the report objected to;
B. A specific statement of what the report should contain;
C. A statement of reasons for the proposed change in the report;
D. Engineering data prepared by a civil engineer if the proposed change involves improvements or an installation.
The planning commission shall consider and decide the requested modifications at the time of the hearing on the tentative map. (Ord. 278N § 3(part), 2004: Ord. 278-K § 5, 1980: Ord. 278 § 303, 1963).
