Chapter 2.23 - DEPARTMENT OF PERSONNEL

2.23.010 - Department and office created.

There is created a department of personnel for the county of Madera, to be headed by the director of personnel, which office is hereby created.

2.23.020 - Office appointment and salary.

The director of personnel shall be appointed by the board of supervisors and shall serve pursuant to county ordinances and rules. The director of personnel shall report to and receive administrative direction from the county administrative officer. The salary for such office shall be such as is provided therefor in each annual salary resolution.

2.23.030 - Duties.

The duties of the director of personnel and said department shall be:

1.   To develop, implement, and supervise the major program areas of employee classification and pay administration;
2.   Employer/employee relations, which includes grievance and appeal administration;
3.   Recruitment and selection under equal opportunity and merit principles;
4.   Affirmative action;
5.   Management/employee development;
6.   Advise the board of supervisors on all personnel matters;
7.   Act as secretary to the civil service commission;
8.   Confer with department officials regarding personnel programs and needs;
9.   Develop, interpret and enforce all personnel rules and regulations;
10.   Develop personnel policies and strategies;
11.   Serve on and advise various boards and committees;
12.   Play such role in the county's negotiations with employee organizations as may be assigned from time to time by the board of supervisors;
13.   Consult with employee organizations as necessary;
14.   Maintain a comprehensive management information system relating to personnel programs;
15.   Direct the maintenance of all official county personnel records;
16.   Coordinate personnel programs among all departments;
17.   Hire, supervise and evaluate professional, technical and administrative support staff of the personnel department;
18.   Prepare and present reports as otherwise required;
19.   Participate in closed sessions with the board of supervisors on personnel and/or employee negotiation matters;
20.   Conduct special assignments as instructed by the board of supervisors and/or the county administrative officer.
