Chapter 2.97 - INFORMATION TECHNOLOGY DEPARTMENT

2.97.010 - Information technology department.

There is hereby established the information technology department.

2.97.020 - Office of information technology department director.

The department head of information technology department is the director of information technology. The director of information technology shall be appointed by, and serve at the pleasure of, the board of supervisors, and take administrative direction from the county administrative officer. The director of information technology shall direct and be responsible for the proper administration of the information technology department, subject to the direction of the board of supervisors and in compliance with state law and local rules.

2.97.030 - Information technology department duties and responsibilities.

The information technology department, through its director or his/her designee, shall discharge the following duties and responsibilities:

A.   Act as agent of, and be responsible to, the board of supervisors in all matters pertaining to the efficient administration of county information technology.
B.   Formulate, recommend, implement, and administer ongoing county-wide information technology strategic plans and policies.
C.   Enforce all ordinances, resolutions, orders, directives, regulations and policies and procedures of the board of supervisors relating to county information technology, including the computer equipment and systems usage agreement; and make recommendations to the board of supervisors regarding adoption of, or modifications to, such ordinances, resolutions, orders, directives, regulations and policies and procedures as necessary to respond to changes in technology or to further the orderly, efficient and economic conduct of county's information technology.
D.   Efficiently administer all information technology functions, including voice and data communications systems, of the county and its constituent departments and other county agencies as warranted.
E.   Develop, support, protect, and maintain all county information technology assets and infrastructure, and coordinate and administer the county's network systems, web site, e-mail accounts, Intranets, and all other information technology related infrastructure.
F.   Ensure standardization and compatibility of information technology hardware and software utilized by the various county departments through provision of consultation and advice to county departments and other county agencies as appropriate, and presentation of a recommendation to the board of supervisors regarding any proposed upgrade of existing, and acquisition of new, information technology products and services.
G.   Negotiate, acquire, and facilitate the installation of all information technology products and services, and administer and monitor all contracts with information technology consultants, vendors and installers.
H.   Reserved.
I.   Conduct continuous research into the information technology market and make recommendations as appropriate to the board of supervisors regarding acquisition or upgrade of information technology hardware/software/services.
J.   Perform such other services, duties and responsibilities in regards to county information technology as the board of supervisors of county administrator may assign.

2.97.040 - Assistance by other county officers and employees.

To assist in carrying out the responsibilities and duties herein vested in the information technology department, the director may call upon any county officer or employee to perform any act related to information technologies which such officer or employee is legally authorized to perform including the furnishing of any statistical data or other reports required.
