This Ordinance is an urgent measure brought on by the State of California as it continues in its drought period. The majority of the County's domestic water comes from ground water and there is evidence that ground waters are declining . Restriction of the hours for watering are needed to conserve water and other restrictions are necessary for the preservation of public health, safety and welfare. (MCC Chapter 13.55)
