REGULAR MEETING

PRESENT:
Commissioners: Tom Fry, David Dutton, David Linn, Nancy Meyers, and Joseph Rios

Commission’s Counsel: Kevin Dale

County Representatives: Lonn Boyer, Director of Human Resources; and Susan Carter, Senior Personnel Analyst

1. Public Comment. There was no public comment.

2. Consent Calendar. Kristy Waskiewicz, Business Representative for the Clerical and Technical Bargaining Units, requested that the Commission disapprove the Office Assistant II announcement on the consent calendar. Discussion took place regarding this request among the Commission, Human Resources staff and Ms. Waskiewicz. On motion by Commissioner Fry, seconded by Commissioner Meyers, it was ordered:

“That the consent calendar be approved.”

3. Consideration of request of David Kleist to allow the submission of his application for Supervising Licensed Utility Worker subsequent to the final filing date of the recruitment. Susan Carter, Senior Personnel Analyst, advised the Commission of the particulars surrounding Mr. Kleist’s request. Discussion took place among the Commissioners. On motion by Commissioner Rodriguez, seconded by Commissioner Meyers, it was ordered:

“That the request of David Kleist to allow the submission of his application for Supervising Licensed Utility Worker subsequent to the final filing date of the recruitment be denied.”

a. Consideration of request to adopt the Supervising Licensed Utility Worker eligible list. On motion by Commissioner Fry, seconded by Commission Linn, it was ordered:

“That the request to adopt the Supervising Licensed Utility Worker eligible list be approved.”
4. Consideration of Stipulation Regarding Back Pay and Vacation Hours, Deputy Probation Officer III, Probation Department. On motion by Commissioner Fry, seconded by Commissioner Linn, it was ordered:

“That the Stipulation Regarding Back Pay and Vacation Hours, Deputy Probation Officer III, Probation Department, be approved.”

5. Consideration of request for interdepartmental transfer, Joanne Heath, Office Assistant II, from the District Attorney’s Office to the Assessor’s Office. On motion by Commissioner Meyers, seconded by Commissioner Fry, it was ordered:

“That the request for interdepartmental transfer, Joanne Heath, Office Assistant II, from the District Attorney’s Office to the Assessor’s Office be approved.”

6. Consideration of request for interdepartmental transfer, Laura Olazabal, Office Assistant II, from the Department of Human Resources to the Assessor’s Office. On motion by Commissioner Linn, seconded by Commissioner Meyers, it was ordered:

“That the request for interdepartmental transfer, Laura Olazabal, Office Assistant II, from the Department of Human Resources to the Assessor’s Office be approved.”

7. Consideration of request for interdepartmental transfer, Aurelia Sanchez, Office Assistant II, from the Revenue Service’s Office to the Assessor’s Office. Susan Carter, Senior Personnel Analyst, requested that this item be removed from the Agenda. On motion by Commissioner Fry, seconded by Commissioner Meyers, it was ordered:

“That this item be removed from the Agenda.”

8. Consideration of leave of absence request, Dana Elliott, Deputy Probation Officer III, Probation Department, from July 21, 2010 through August 13, 2010. On motion by Commissioner Meyers, seconded by Commissioner Fry, it was ordered:

“That the leave of absence request, Dana Elliott, Deputy Probation Officer III, Probation Department, from July 21, 2010 through August 13, 2010, be denied.”

9. Setting the pass point for the Probation Technician I written examination. On motion by Commissioner Fry, seconded by Commissioner Linn, it was ordered:

“To set the pass point for the Probation Technician I written examination at 83.0 points.”

10. Review and consideration of the Hearing Deliberation Policy provided by Commission’s Counsel. The Commission reviewed and discussed the proposed language for the Hearing Deliberation Policy. On motion by Commissioner Meyers, seconded by Commissioner Linn, it was ordered:

“To request that Commission’s Counsel make additional revisions to the proposed Hearing Deliberations Policy, and to bring it back for the Commission’s review and consideration at the September 2010 business meeting.”

11. Staff Reports. No reports given.

12. CLOSED SESSION:

1. Consideration of continued abeyance of the Appeal Hearing of the Order of Disciplinary Action, Deputy Public Guardian, Veterans’ Services/Public Guardian/Public Administrator’s Office. Discussed.

Commissioner Dutton reconvened to open session.

13. Report on Closed Session. Commission’s Counsel reported that the Commission took action to re-schedule the Hearing Setting Conference in the matter of the Appeal Hearing of the Order of Disciplinary Action, Deputy Public Guardian, Veterans’ Services/Public Guardian/Public Administrator’s Office for the October, 2010 business meeting.

14. Adjournment. On motion by Commissioner Linn, seconded by Commissioner Meyers, it was ordered:

“That the meeting be adjourned.”
