Water Conservation/Watering Schedule

Please see below document for the current watering schedule:

The Board has authorized Special Districts to implement Stage 3 prohibitions as of March 4, 2014, with a targeted water use reduction upto 25%:

  • No watering on Monday, Thursday or Friday 
  • No outdoor water use between the hours of 11am and 7pm 
  • No washing down paved driveways, parking lots or sidewalks 
  • No person shall use water through any hose, pipe, or other discharge for the purpose of watering gardens, trees, lawns, flowers, or plants or for other irrigation or agricultural purposes without the use of a restricting nozzle or sprinkling device 
  • Water leaks will immediately be repaired.
  • Even numbered addresses water on Wednesday and Sunday 
  • Odd numbered addresses water on Tuesday and Saturday 
  • Violations are increased to $75 (first violation), $125 (second violation), $175 (third violation) 
If the drought persists and the conservation efforts enacted in Stage 3 are not adequate to maintain water reliability, the Board may enact Stage 4.

Bill Payment Due:

Customers have until the due date to pay their bill, after that a late fee of 10% will be applied if the bill is not paid on or before the due date. In addition the delinquent balance including additional charges shall be charged interest at the rate of 1.5% per month. The late fee will be included with the next billing.

Establishing service:

The applicant requesting utility service must be the property owner. Tenants are not allowed to initiate utility services. Services can be initiated in person, by fax, mail, and by phone. A written application, a copy of your driver license or valid government issued ID, and deposit is required within five business days of services activation by phone, services may be discontinued if not received. There is non-refundable application fee of $23.00.

Discontinuing service:

Must be made in writing by the property owner. The information in the letter should include the date you would like the service terminated and the address of where you would like your closing bill or refund sent. This can be done in person, by fax, or mail. The property owner remains responsible for the utility bill until we receive a written request for termination of service. You may also submit a termination of services form.

Termination of services is only allowed upon change of property ownership.

Utility Shutoff:

You may request your utilities be shut off if you expect the property to be vacant for a prolong period of time. A service fee of $50 will be charged to shut off your utilities, there is no addition charge to reinstate them. You will continue to be responsible for regular services regardless that your utilities have been shut off. You may call or submit a written request.


The County requires a deposit on most accounts based upon the type of service. Residential accounts shall deposit with the County $150. All other accounts including multi-family will deposit with the County a sum equal to three (3) months average monthly billing. A deposit for residential services may be waived if the applicant is creditworthy. Deposit will be applied to a customer's account (per request) with an active account status within a one year period, if customer has been delinquent more than once during the one year period the deposit will be applied to the account six months after the last delinquent payment, but not sooner than one year from the account start date. Deposit will be applied to your account when it is closed, any remaining balance over the final bill will be refunded.

Service Interruption:

If your services is interrupted due to delinquency/vacancy a service reinstatement fee of $50.00 dollars is added to the account and all past due must be paid in cash, cashier check, money order, or credit/debit card. If you do not have a deposit, one will be required before services are restored. If utility services are interrupted due to delinquency and a utility shutoff valve or water meter has not been installed on your water service, a utility shutoff valve shall be installed and the cost shall be added to the account.

Meter Reading Dispute:

If applicable you may make a meter reading dispute to have your meter tested for accuracy. A written meter dispute form along with a $25 deposit is required. To qualify your meter must have not been tested within the prior 12 months. If your meter shows to be accurate the deposit will be retained by the County to recover the cost of testing the disputed meter. If your meter is found to be inaccurate by more than 3% the meter dispute deposit of $25 will be credited to your next utility bill and your utility bill equitably adjusted for a period not to exceed the prior 12 months.
