WHAT IS S.T.O.P. ?

The Stop Truancy Opportunity Program (STOP) is a Multi-Agency Five-Step Truancy Program that provides a full range of services including Prevention, Intervention, Diversion and Enforcement.

WHICH STUDENTS ARE REFERRED TO S.T.O.P. ?
Students who have been identified as being truant are referred to S.T.O.P. by the eight participating schools. Selected schools will only have 7th grade students participating in the program. The remaining schools will have both 7th and 8th students participating in S.T.O.P.

THE NINE SCHOOLS PARTICIPATING IN THE S.T.O.P. PROGRAM INCLUDE:

• Thomas Jefferson
• Martin Luther King
• Wilson Middle School
• Dairyland Elementary
• North Fork Elementary
• Oak Creek Intermediate
• Ranchos Middle School
• Enterprise Secondary School


FIVE-STEPS OF THE STOP TRUANCY OPPORTUNITY PROGRAM (STOP) ARE:

STEP ONE: 1-3 unexcused absences.
The school mails a notice to the student’s Parent/Guardian when the student receives his/her 3rd unexcused absence. The notice advises the Parent/Guardian of the unexcused absences and the legal consequences for truancy. Services are offered to the family if requested.

STEP TWO: 4th unexcused absence.
The Probation Department mails a notice to the student’s Parent/Guardian when the student receives his/her 4th unexcused absence. The student and Parent/Guardian are required to meet with a School Official and Probation Officer to discuss the continued truancy. Services will be offered to the family to help correct the truancy problem.

STEP THREE: 5th unexcused absence.
The District Attorney’s Office mails a notice to the student’s Parent/Guardian when the student receives his/her 5th unexcused absence. The student and Parent/Guardian are required to attend a Truancy Mediation Team meeting with members from the Collaborating Agencies. The student and Parent/Guardian will be required to participate in an Attendance Improvement Plan. Services will be offered to help correct the truancy problem.

STEP FOUR: 6th unexcused absence.
When a student receives his/her 6th unexcused absence, the student and Parent/Guardian will be required to attend a Student Attendance Review Board or TMT meeting for a formal status review. The student may be placed on Informal Probation and will be directed to comply with the SARB attendance contract.

STEP FIVE: 7th unexcused absence.
A petition with the Juvenile Court will be filed requesting the minor be placed on Formal Probation, per 601(b) of the Welfare and Institution Code. If it is determined the student’s Parent/Guardian contributed to the student’s truancy, a complaint with the District Attorney’s Office will be requested against the Parent/Guardian, alleging a Misdemeanor Violation of Penal Code Section 272, Contributing To Delinquency Of Minor.

STOP TRUANCY!

Your child’s school attendance is vital for their academic success. Research indicates truancy is a precursor to juvenile delinquency.

As truants become disassociated with school they are more likely to become bullies, join gangs, bring weapons to school, use drugs or alcohol, become pregnant, father a child, and engage in violent activity.

Our mission is to reconnect truant students back to their schools where they can obtain an education and become productive law abiding citizens.


ADDITIONAL SERVICES:

S.T.O.P provides additional services to the students as needed. S.T.O.P. has contracted with a Boys & Girls club in our mountain area and refer students for after school activities, mentoring and tutoring. In addition, S.T.O.P provides after school tutoring for students participating in the S.T.O.P. in the Madera area who have below average grades.

During summer break, S.T.O.P continues to reach at risk students. S.T.O.P. officers will select students to attend a local scared straight program. These programs are conducted at nearby penal institutions. It is hoped that exposure to the harsh reality of institutional life will deter the participants from further truancy and prevent delinquent behavior. The S.T.O.P. Probation Officers attempt to keep the participant connected to the program during the summer months by taking the students on life skills/educational trainings and excursions.

Mental Health Clinicians are members of S.T.O.P at our larger school sites. The clinicians are located at the school and directly provide treatment to the students and their families. The clinicians have proven to be a valuable component of the program.
