The
Ribbon Project
The red ribbon demonstrates compassion for people with AIDS
and their caretakers, and support for education and research
leading to effective treatments, vaccines or a cure. It serves
as a constant reminder of the many people suffering as a result
of this disease, and of the many people working toward a cure.

Education & Prevention
Provides basic HIV/AIDS education, risk reduction and outreach
activities to specific high risk target populations within county.
Also, provides education to community groups and churches. A
video library is available as well as brochures & condoms.

High risk target populations include:
- Youth ages 13 - 19 In and out of school programs covering
HIV, STDs, and treatment.
- Substance Users - HIV class for county Drunk Driving classes
in English & Spanish; State prison, boot camp, county jail
and other drug & alcohol classes.
- Migrant Farm Workers - Educational outreach education
& testing from mobile van at migrant camps.
HIV Testing & Counseling
Madera County Public Health Department offers free Confidential
& Anonymous HIV Testing and Counseling services. Testing
is offered at regular scheduled clinics, or by appointments.
A Blood Test or oral testing is offered. State certified HIV
counselors provide client-centered counseling services, attending
to the needs of each client as an individual with unique concerns
and differing resources.

Ryan White CARE Act (Comprehensive AIDS Resources Emergency):
Passed in 1990 to provide services for persons with HIV
infection, this act seeks to improve the quality
and availability of care for individuals and families
with HIV disease. It provides financial assistance
for improved care and support services and early intervention
services. In Madera County the following services are

Early Intervention Program - Serving Madera,
Merced & Mariposa Counties
The Early Intervention Program at Madera County Public Health
Department is one (1) of five (5) projects of the Central Valley
Rural Early Intervention Project. Madera County has two (2) sites,
one at 14215 Road 28 in Madera and the other at 40169 Hwy. 49
in Oakhurst. Bilingual services provided. The Early Intervention
Program (EIP) has two primary goals:
- To prolong the health and productivity of HIV-infected persons,
and
- To interrupt the transmission of HIV.
To achieve the EIP goals, several required components are
integrated into an interdisciplinary model which are assessed
every six months through a major assessment, that
includes five areas described below:
- Medical evaluation - every six months or more with appropriate
early medical treatment.
- Case management - Individual Service Plan, identify and coordinate
individual client needs.
- Psychosocial Assessment and short term counseling
- Health Education and Counseling - to assist the client in
choosing appropriate health care and stay healthy and productive.
- Risk Reduction Counseling - Reduction of transmission of
HIV.

AIDS Drug Assistance Program - ADAP
Madera County Public Health Department is the enrollment site
for ADAP in Madera County. The purpose of the program is to purchase
HIV related formulary drugs which cannot be paid for through
other sources (Medi-Cal, private insurance, prepaid plans, or
other state or local compensation plans.)
ADAP is the payer of last resort.
Individuals are eligible for ADAP if they:
- are HIV infected
- have an annual federal adjusted gross income below $50,000
- are not covered by/eligible for Medi-Cal or other third-party
payor
- are a resident of California
- 18 years of age or older
- have a valid prescription from a California licensed physician
An individual is subject to a copayment obligation if his/her
annual federal adjusted gross income is between 400% of federal
poverty level and $50.000. Individuals with a federal adjusted
gross income below 400% of federal poverty level receive the

Surveillance/Statistics
In the state of California AIDS is a reportable Communicable
Disease and by law must be reported to the local health
jurisdiction. Madera County Public Health Department is
the local health jurisdiction in Madera County. Staff
works and coordinates with local hospitals, physicians,
clinics, state and local correctional facilities to comply
with AIDS case reporting. All information collected is
confidential and information released in statistics only
include demographics, age, ethnicity, sex, and risk factor
