The Public Health Department acts to control communicable disease in Madera County by:

  • Conducting CDC surveillance activities
  • Investigating reports of communicable disease
  • Providing clinic and case management services to control the spread of infectious disease
  • Working with Environmental Health Department on foodborne disease control

The CDC program receives Confidential Morbidity Reports (CMR) from health care providers, clinical laboratories, and health care administrators. Click here to download a CMR form. CDC should be contacted to obtain information about communicable diseases in Madera County, to report a communicable disease or suspected outbreak from any source (e.g., food, water, animal, insect), and to report an animal bite. Several projects that work to meet the CDC program goals include:


West Nile Virus

West Nile virus (WNV) is an illness that can be spread to humans through mosquito bites. WNV is NOT contagious by direct person to person contact. Birds are primary carriers of WNV and mosquitoes spread the disease from biting a bird then a human.

The best way to avoid WNV is to prevent mosquito bites!

  • Use insect repellent containing DEET on exposed skin AND on clothing when you are outside.
  • Avoid going outside at dusk & dawn when mosquitoes are most active.
  • Wear long sleeve shirts and long pants when you must be outside during hours of the day that mosquitoes are active.
  • Drain standing water around the house to prevent mosquito breeding areas.
  • Repair tears in screens on windows and doors.

Symptoms of WNV are similar to flu-like symptoms and can include fever, severe headache, and body aches. Seek medical attention if symptoms exist.

Universal Precautions Education (Hepatitis, HIV)

The purpose of universal precautions education is to inform at-risk workers of basic safety precautions that should be practices whenever they may be exposed to blood or other body fluids. This information is very important as it is often impossible to tell if the clients that we care for has Hepatitis B (HBV), Hepatitis C (HCV) or Human Immunodeficiency Virus (HIV). Provides educational information about hepatitis B transmission, symptoms, diagnosis, prevention, and management. Also discusses new treatments, clinical trials, and provides a list of liver specialists. Educational materials are also available for ordering through the web site.

Provides detailed information about hepatitis C including symptoms, transmission prevention, diagnosis, and treatment. Also provides a biological overview of viruses and liver function. Tuberculosis Control (TB)

The goal of the Public Health Department Tuberculosis (TB) Control program is to control and eliminate TB in Madera County. Activities include countywide surveillance, community education, TB screening clinic, TB client contact investigation, case management, Directly Observed Therapy, and assurance of adequate treatment of all active cases and their identified contacts.

The management of TB cases, suspects, and contacts is a shared responsibility between: the patients, the medical community, and the Madera County TB Control Program. Access these sites for more information:

    The California Tuberculosis Controllers Association (CTCA) is an affiliate of the California Conference of Local Health Officers (CCLHO), and is comprised of local health agency officials directly responsible for the control of tuberculosis (TB) in their respective communities.

    The primary objective of the WHO Global Tuberculosis Program is to see that DOTS is used more widely so that TB sickness and death are significantly reduced.

For hospitals or institutions that need to discharge a patient with active tuberculosis, download the Tuberculosis Discharge Planning Summary. California Health and Safety Code 121361 requires that a health facility, local detention facility or state correctional institution shall not discharge a person with active tuberculosis or suspected to have active tuberculosis without submitting a written treatment plan to the local health officer. Please use the form provided in the link above for this purpose.

Chlamydia Awareness and Prevention Program (CAPP)

The purpose of this project is to promote, facilitate, develop, and enhance local capacity for chlamydia awareness and prevention through a process of community-health department collaboration and partnership. The project is primarily focused on intervention of chlamydia infection and facilitation of at-risk individuals to seek testing for chlamydia. Activities may include community services assessment, development of a service delivery road-map, community education, information and referral for high risk populations, and local provider training events. The Madera County Public Health Department provides outpatient medical care, counseling and educational activities designed to reduce the transmission of sexually transmitted diseases.
