The Public Health Department acts to control communicable
disease in Madera County by:
- Conducting CDC surveillance activities
- Investigating reports of communicable disease
- Providing clinic and case management services to control
the spread of infectious disease
- Working with Environmental Health Department on foodborne
disease control
The CDC program receives Confidential Morbidity Reports
(CMR) from health care providers, clinical laboratories,
and health care administrators. Click

to obtain information about communicable diseases in Madera
County, to report a communicable disease or suspected
outbreak from any source (e.g., food, water, animal, insect),
and to report an animal bite. Several projects that work
to meet the CDC program goals include:
West Nile
Virus
West Nile virus (WNV) is an illness that can be spread
to humans through mosquito bites. WNV is NOT contagious
by direct person to person contact. Birds are primary carriers
of WNV and mosquitoes spread the disease from biting a bird
then a human.
The best way to avoid WNV is to prevent mosquito bites!
- Use insect repellent containing DEET on exposed skin
AND on clothing when you are outside.
- Avoid going outside at dusk & dawn when mosquitoes
are most active.
- Wear long sleeve shirts and long pants when you must be
outside during hours of the day that mosquitoes are active.
- Drain standing water around the house to prevent mosquito
breeding areas.
- Repair tears in screens on windows and doors.
Symptoms of WNV are similar to flu-like symptoms and can
include fever, severe headache, and body aches. Seek medical
attention if symptoms exist.

Universal Precautions
Education (Hepatitis, HIV)
The purpose of universal precautions education is to inform
at-risk workers of basic safety precautions that should be practices
whenever they may be exposed to blood or other body fluids. This
information is very important as it is often impossible to tell
if the clients that we care for has Hepatitis B (HBV), Hepatitis
C (HCV) or Human Immunodeficiency Virus (HIV). For more information

Control (TB)
The goal of the Public Health Department Tuberculosis
(TB) Control program is to control and eliminate TB in
Madera County. Activities include countywide surveillance,
community education, TB screening clinic, TB client contact
investigation, case management, Directly Observed Therapy,
and assurance of adequate treatment of all active cases
and their identified contacts.
The management of TB cases, suspects, and contacts is a shared
responsibility between: the patients, the medical community,

The primary objective of the WHO Global Tuberculosis Program
is to see that DOTS is used more widely so that TB sickness
and death are significantly reduced.
For hospitals or institutions that need to discharge a
patient with active tuberculosis, download the Tuberculosis
Discharge Planning Summary. California Health and
Safety Code 121361 requires that a health facility, local
detention facility or state correctional institution shall
not discharge a person with active tuberculosis or suspected
to have active tuberculosis without submitting a written
treatment plan to the local health officer. Please use the

STD Community Intervention Program (SCIP)
SCIP is a statewide program funded by the State of California STD Control Branch aimed at building the capacity of community agencies to integrate STD information into their programs and services. Through SCIP, agencies may receive training and technical assistance from the Health Department and the California STD/HIV Prevention Training Center.
