MADERA COUNTY DEVELOPMENT REVIEW COMMITTEE

The meeting of April 9, 2008, was convened in the Conference Room, Madera County Resource Management Agency Building, 2037 W. Cleveland Avenue, Madera, California.

BUSINESS

1. The minutes for the March 26, 2008 meeting were approved.

The Subdivision and Environmental Committees evaluated the following items:

2. SUBDIVISION (S #2008-007) AND REZONING (CZ #2008-018) - COARSEGOLD COMMERCIAL AND INDUSTRIAL PARK - COARSEGOLD - (J. Bax)
This project is a proposal to divide 30.12 acres into 13 commercial/industrial lots and 2 outlots. A rezoning from the existing RMS (Residential Mountain Single Family) District to PIP (Planned Industrial Park) and RRS-2 ½ (Residential Rural Single Family-2 ½ acres) Districts will also be considered. The property is located on the west side of Highway 41, at its intersection with Stone Creek Drive, Coarsegold. Size: 30.12 acres. APN: 054-090-021.

A Preliminary Report for this project will be submitted within 30 days.

3. SUBDIVISION (S #2008-006) - CIMARRON ESTATES – RAYMOND – (B. Beavers)
The application of John Williams to allow a tentative subdivision map (Cimarron Estates) which would divide 74.26 acres into 30 residential lots plus a well lot and a water storage tank lot. The property is located on the east side of Road 600, at the intersections of Cimarron Road and Rawhide Riata Road, Raymond. Size: 74.26 acres. APN: 053-260-043, 044.

A Preliminary Report for this project will be submitted within 30 days.

4. SUBDIVISION (S# 2007-015) - SCHNEIDER - NORTH FORK - (J. Bax)
This project is a proposal to divide 39.74 acres into 12 residential lots. The project proposes to utilize individual wells and septic systems. The property is located on the south side of Road 229, approximately 0.10 mile west of its intersection with Road 274, North Fork. Size: 39.74 acres. APN: 061–022-009.

Subdivision # 2007-015 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-24) shall be prepared.

5. CONDITIONAL USE PERMIT (CUP #2007-028) - CONDOS, FRANK (District 1) – (P. Toler)
Condos, Frank is requesting a conditional use permit to allow a church and related facilities. The property is owned by Montgomery, Ronald W Etal, Calif-nevada-hawaii Dist Church Ext Fund of Liverm and is located on the north side of Yosemite Springs Parkway, approximately 0.79 mile west of its intersection with Highway 41 (no situs), Coarsegold. The property is zoned ARE-40 (Agricultural, Rural, Exclusive, 40 acres) District. Size: 15.33 acres. APN: 050-041-086.

Conditional Use Permit # 2007-028 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-25) shall be prepared.

6. CONDITIONAL USE PERMIT (CUP #2008-006) - E.C.C.O. (District 5) – (R. Mansfield)
E.C.C.O. is requesting a conditional use permit to allow expansion of existing church facilities. The property is owned by Protestant Episcopal Bishop San Joaquin and is located east of the intersection of Highway 41 and Allen Road, (no situs) Oakhurst. The property is zoned RMS (Residential, Mountain, Single Family) District. Size: 165.88 acres. APN: 057-180-048.

Conditional Use Permit # 2008-006 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-26) shall be prepared.

7. CONDITIONAL USE PERMIT (CUP #2008-008) - PATRICE JENSEN, ARCHITECT (District 5) – (R. Mansfield)
Patrice Jensen, Architect is requesting a conditional use permit to allow single family dwelling with a Bed and Breakfast (3 rooms to rent). The property is owned by Howard, Lora B. and is located on the west side of Highway 41, approximately 1.75 miles south of its intersection with Highway 49 (39060 Highway 41), Oakhurst. The property is zoned RMS (Residential, Mountain, Single Family) District. Size: 10 acres. APN: 064-090-009.

Conditional Use Permit # 2008-008 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-27) shall be prepared.

8. CONDITIONAL USE PERMIT (CUP #2008-005) - ECHOLS, JOHN AND CYNTHIA (District 1) – (S. Harmstead)
Echols, John and Cynthia is requesting a conditional use permit to allow a veal calve raising operation and greenhouse operation for production of nursery plants. The property is owned by Echols John T & Cynthia C and is located on the west side of Road 210, approximately 4.5 miles east of its intersection with Road 211 (51232 Road 210), Friant. The property is zoned ARE-40 (Agricultural, Rural, Exclusive, 40 acres) District. Size: 33.1 acres. APN: 050-212-010.

9. PROJECT (PRJ 2008-007, GP #2008-015, CZ #2008-015) - MULLER, BENJAMIN - BDS - OAKHURST (District 5) (J. Bax)
Amending the General Plan pursuant to Section 65358 of the Government Code. The area to be considered consists of 17.73 acres located on the west side of Highway 41 approximately 0.7 mile south of its intersection with Victoria Lane (38960 Highway 41), in Oakhurst . The proposal by Muller, Benjamin is to amend the area now shown as A (Agriculture) to RER (Rural Estate Residential). A rezoning will be considered to change the zoning from RMS (Residential, Mountain, Single Family). District to RRS-5 (Residential, Rural, Single Family - 5 acre) District. The property is owned by Muller Benjamin R Rev Lvg Trust 2005, Muller, Benjamin R. Size: 17.73 acres. APN: 064-100-042.

Project # 2008-007 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-28) shall be prepared.

10. PROJECT (PRJ 2008-005, CZ #2008-012, GP #2008-012) GOODNER, ROBERT - BDS – MADERA (District 2) (S. Harmstead)
Goodner, Robert is/are applying for a rezoning and general plan amendment to clear an existing zoning violation. The property is zoned ARE-40 (Agricultural, Rural, Exclusive, 40 Acres) District. The proposed zone is ARE-20 (Agricultural, Rural, Exclusive, 20 Acres), and CRM (Commercial, Rural, Median) Districts. The General Plan is shown as AE (Agricultural Exclusive) Designation to A (Agricultural) Designation. The property is owned by Hedberg, Michael & Richele, Taylor, Tracy, Taylor, Vincent and is located at the intersection of Road 15 ½ and Highway 152, (22876 Road 15 ½) Chowchilla. Size: 36 acres. APN: 024-110-035.

Project # 2008-005 was reviewed and is subject to a Planning Commission hearing. A draft Mitigated Negative Declaration (MND #2008-29) shall be prepared.
