ZONING ADMINISTRATOR HEARING MINUTES
The following items were heard at a public hearing held by the Madera County Zoning Administrator on March 7, 2005 at 9:00 a.m. in the conference room of the Planning Department.
ITEM #1: ZP #2005-005 Sandra Saelens & Quentin Pick - Coarsegold
ATTENDEES: Sandra Saelens
Zoning permit was approved subject to the following list of conditions:
1. Valid not to exceed one (1) year.
2. The recreational vehicle shall be removed from this site upon cessation of this permit, or upon completion of the home, whichever occurs first.
3. All parking and circulation areas shall be treated with a dust palliative to preclude dust generation (gravel, etc.).
4. The recreational vehicle must be connected to an approved septic system during the course of construction of the main dwelling. Upon completion, the recreational vehicle must be disconnected from the septic system.
5. Prior to the construction of a permanent structure, the applicant shall secure a Building Permit from the Engineering Department for the home. All improvements needed for the installation of the recreational vehicle shall meet the applicable codes and standards of the California Building Standards Code (Title 24, CCR) and the Housing and Community Development Code (Title 25, CCR).
6. The recreational vehicle will not be permitted to be permanently connected to utilities such as water, sewer or electricity and cannot be lived in after the final inspection of the proposed permanent dwelling.
7. Two dust free parking stalls shall be provided.
8. The recreational vehicle installation shall comply with requirements of the Madera County Environmental Health Department for sewage system and domestic water system connection and service.
9. Address shall be posted prior to placing RV on site.
10. A street address shall be posted with a minimum of three (3) inch numbers with a ˝ inch stroke at the residence. Posted numbers shall contrast with the background, be reflectorized, and shall be legible from the street in accordance with the Uniform Fire Code.
11. Provide additional contrasting three (3) inch address numbers displayed at the property access. The address shall be clearly visible from both directions of travel along the road on which it is addressed.
12. The driveway shall be constructed to meet fire department requirements.
13. The RV shall be within 50 foot of the approved driveway.
14. Vertical driveway clearance must be 15 feet.
15. The road/driveway grade cannot exceed 16%.
16. Driveways must be an all-weather surface capable of supporting a 40,000-pound apparatus with a surface that provides traction in all weather. The driveway will require a compaction test. Must have a minimum compaction of 90% and for flood zones a minimum compaction of 95%.
17. All brush, flammable vegetation, or combustible growth, which is located within 30 feet to the building, shall be removed. This does not apply to single specimens of trees, ornamental shrubbery, or similar plants, which are used as ground cover, if they do not form a means of rapidly transmitting fire from the native growth to any building.
ITEM #2: ZP #2005-007 (Jack) John Simon - Chowchilla
ATTENDEES: (Jack) John Simon
Zoning permit was approved subject to the following list of conditions:
1. The manufactured home shall utilize 16 inch overhangs.
2. A permanent foundation shall be provided.
3. The manufactured home shall utilize an exterior color, siding and construction as shown on the elevations and specifications provided for the permit.
4. The manufactured home shall utilize skirting or enclosure of the undercarriage with a material that is structurally and aesthetically compatible with the home.
5. Construction of the manufactured home shall be completed prior to issuing an occupancy permit.
6. Prior to the issuance of a building permit to install the manufactured housing unit, the applicant shall submit a landscape and irrigation plan for the area around the manufactured housing unit for approval by the Planning Department. The area to be landscaped shall not be less than 15’ on all sides of the manufactured housing unit. All landscaping and irrigation shall be installed prior to the final occupancy of the manufactured housing unit.
7. Prior to the start of any new construction, the applicant shall secure a Building Permit from the Engineering Department. All construction shall meet the applicable codes and standards of the Title 24 California Uniform Building Codes. All plans must be prepared by a registered civil engineer or licensed architect.
8. Prior to the start of any grading activities, the applicant shall obtain a grading permit from the Madera County Engineering Department
9. Prior to the start of any new construction, without having first obtained a Building Permit, the applicant shall apply for and obtain a Grading Permit from the Engineering Department.
10. Two dust free parking stalls shall be provided for the second residential dwelling.
11. The applicant shall comply with requirements of the Madera County Environmental Health Department for sewage system and domestic water system improvements.
12. As the driveway is more than 300 feet, a turnaround is required near the building site and shall be within 50 feet of the building. Turnarounds must be a minimum 40-foot radius from center of drive. If a hammerhead “T” is used, the tip of the “T” shall be 60 feet. Provide DETAIL WITH DIMENSIONS and location on the plot plan.
13. Each single family dwelling shall have a separate address clearly posted.
14. A street address shall be posted with a minimum of three (3) inch numbers with a ˝-inch stroke at the residence. Posted numbers shall contrast with the background, be reflectorized, and shall be legible from the street in accordance with the Uniform Fire Code.
15. Provide additional contrasting three (3) inch address numbers displayed at the property access. The address shall be clearly visible from both directions of travel along the road on which it is addressed.

The plow down shall be done before May 1st of every year and maintained throughout the fire season.

ITEM #4: ZP #2005-010 Phillip & Pamela Ward - O’Neals

Zoning permit was approved subject to the following list of conditions:
1. The applicant shall provide two dust free parking spaces for the second unit.
2. Prior to final approval, the applicant must schedule an on-site inspection to be conducted by Environmental Health staff in order to determine the ability of the parcel to accommodate sewage disposal created by the proposed dwelling. Providing the parcel is suitable, specifications for the design of the septic system will be completed during the on-site inspection.
3. No more than two dwellings are allowed on the property under this permit.
4. The applicant shall install an all-weather driveway capable of providing emergency vehicular access to the structure.
5. Prior to the start of any new construction, the applicant shall secure a Building Permit from the Engineering Department. All construction shall meet the applicable codes and standards of the Title 24 California Uniform Building Codes. All plans must be prepared by a registered civil engineer or licensed architect.
6. Prior to the start of any grading activities, without having first obtained a Building Permit, the applicant shall apply for and obtain a Grading Permit from the Engineering Department.
7. The applicant shall comply with requirements of the Monterey County Health Department for sewage system and domestic water system connection and service to the second dwelling.
It was noted that the property was under William Act Contract.
ITEM #5: ZP #2005-011 Jerry & Jo Ann Stockdale - Madera
ATTENDEES: Jo Ann Stockdale
Zoning permit was approved subject to the following list of conditions:
1. The guest house shall be constructed without kitchen or cooking facilities and comply with the definition of a guest house as per the Madera County Code.
2. The applicant shall obtain building permits from the County Engineering Department for all new construction.
3. The structure shall be limited to the provision of shelter for temporary guests of the occupants on the premises and not be rented or otherwise used as a separate dwelling.
4. The applicant shall comply with the requirements of the County Environmental Health Department for sewage system and domestic water system improvements.
5. The applicant shall provide two dust free parking spaces for the guest house.
6. Prior to the start of any new construction, the applicant shall secure a Building Permit from the Engineering Department. All construction shall meet the applicable codes and standards of the Title 24 California Uniform Building Codes. All plans must be prepared by a registered civil engineer or licensed architect.
7. Prior to the start of any grading activities, without having first obtained a Building Permit, the applicant shall apply for and obtain a Grading Permit from the Engineering Department.
8. The applicant shall cause a covenant to be recorded for the property indicating the structure as a guest house and is subject to these conditions of approval.
9. A street address shall be posted with a minimum of three (3) inch numbers with a ˝-inch stroke at the residence. Posted numbers shall contrast with the background, be reflectorized, and shall be legible from the street in accordance with the Uniform Fire Code.
10. Provide additional contrasting three (3) inch address numbers displayed of travel along the road on which it is addressed.
