Adult Protective Services (APS) Program
The goal of the Adult Protective Services Program (APS) is to provide services to correct conditions which cause dependent or elder adults to be abused, neglected or exploited. APS is designed to serve elders (age 65 or older)
and dependent adults (age 18 through 64 years of age) who
are unable to protect their own interests or to care for themselves. APS services are free of charge without regard to income or property if there is a need for protective services. Whenever possible, the APS
Program seeks to maintain the elder or dependent adult safely
in his or her normal environment by strengthening his or her
capacity for self-maintenance. These goals are accomplished
through the direct provision of adult protective services
or by linking the elder or dependent adult with appropriate
community-based resources.
Dependent and elder abuse encompasses the following:
- Neglect (including self abuse)
- Financial abuse
- Abandonment
- Abduction
- Physical/Sexual abuse
- Other treatment resulting in pain and mental suffering
- Isolation

In-Home Supportive Services (IHSS) Program
The IHSS Program provides assistance to those eligible aged,
blind and disabled individuals (including children) who are unable to remain safely
in their own homes without assistance. IHSS is an alternative
to out-of-home care. The types of services which can be authorized through IHSS are housecleaning, meal preparation, laundry, grocery shopping, personal care services, bathing, grooming, and accompaniment to medical appointments. Madera
County has 1,456 IHSS recipients with approximately 1,300 individual
providers. Providers can be a relative, someone selected by the consumer, or a person matched from the Public Authority Registry. An IHSS provider helps a consumer live safely in their own home and avoid living in a nursing home or board and care facility.
Who May Be Eligible for IHSS
- Current recipient of Supplemental Security Income/State Supplementary Payment (SSI/SSP); or
- Medi-Cal recipient who meets SSI/SSP disability criteria

Public Authority
The mission of the IHSS Public Authority of Madera County is to enhance the availability and quality of In-Home Supportive Services, to give consumers and providers a voice in IHSS and Public Authority policy, program development and operations, to provide consumers with access to IHSS providers who meet consumers’ needs, and to provide services that support a positive and productive relationship between consumer and provider.
What does Public Authority do?
- Operates a registry of available IHSS independent home care providers
- Provides lists of screened providers to consumers to interview
- Helps IHSS Consumers conduct interviews to choose a provider
- Provides orientation sessions for new IHSS providers
- Assists both consumers and providers to resolve employment conflicts between them

If you are interested in becoming an IHSS Public Authority Provider:
Call (559) 675-2442 for English or (559) 675-2342 for Spanish to obtain an application and schedule to attend an orientation.
Registry requirements include:
- Completed application
- Attend a group or face-to-face orientation
- Provide two positive work related references
- Provide 2 positive personal references (one can be a family member)
- Provide driver’s license or ID card
- Provide social security card
- Provide proof of legal right to work
- Have no felony convictions
- Must be 18 years of age or older
