
EXPERIENCE:
Madera County Supervisors
January 1999 to Present
I was first elected County Supervisor in June
1998. Since that time I have continued to work in every aspect
of the job. As part of the County Team, I have been able to
bring grant monies to Madera County in support of major projects
such as a new Juvenile Hall, Resource Management Agency Building
and County Library. I currently serve as Madera County’s
delegate to the Regional Council of Rural Counties. I completed
my term as Chairman of RCRC in December 2005 after my completion
of going through the four chairs. I continue to work for legislation
that supports the constituency of the County and the State.
Through my membership in veteran organizations I have continued
to work on veterans issues. I work with fellow board members
to provide budgetary guidance in support of a $140 million
budget and the management of over 140 employees.
In general my experience as a County Supervisor
has taken me into every aspect of State and Federal Government.
I currently serve as the Chairman Pro Tem of the Madera County
Board of Supervisors. I have served as Chairman of the Regional
Council of Rural Counties, San Joaquin Valley Rail Committee
(two terms), Chairman of the Madera Transportation Commission
(two terms), Chairman of the Madera Transportation Authority
(two terms), and Chairman of the Children and Families Commission.
California Federal Bank
January 1984 to March 1999
I am including my banking experience under CalFed.
The bank had numerous names during the noted time period.
Early on I worked a short time with Southern California Savings
and American Savings Bank. I served the entire period as an
officer of the bank and Bank Manager/Loan Officer. I was licensed
to conduct annuity trades, and worked with fiduciary accounts
in support of our customer base. I proposed budgets and served
as the Banks conduit to the Community. I worked with Bank
Leadership to complete strategic planning for the Company.
Last title: Vice President/Bank Manager.
Military Service
June 1963 to October 1983
Served in both United States Army and United
States Air Force, retiring October 1, 1983 as a Lieutenant
Colonel, USA. I served both as an officer and an enlisted
man. My tenure included one tour in Vietnam, which was as
the Executive Officer to the MACV J6. This joint staff position
was the in Country policy making body for the War effort.
I also was assigned to the Organization of the Joint Chiefs
of Staff, Pentagon, Washington D.C. This was also a joint
staff position, which includes all branches of the service
and functions as the Nations Military Policy Forming Body.
Assignment to the OJCS is by nomination only. In August 1976-77,
I attended the Command and General Staff College, which is
a graduate level, competitive selected military college. I
also served as Commander three times during my military service.
I have been an instructor, advisor, strategic planner, commander,
and personnel officer. My extensive knowledge of personnel
and administrative procedures are vital to any program in
support of veterans.
